Michieal 4f3f59f4bc Put in checks to prevent repeatedly applying the same FOV modifier. 
Added short circuit to remove_modifier if the modifier is not currently applied.

Fixed missing on_end call in remove_all_modifiers.
Added mcl_fovapi to Bows, Sprint, and Spyglass.
Set up the Spyglass to use the new FOV API.
