What happened?
What should happen:
They should generate above the islands (20-30+ blocks above).
The screenshot below comes from Minecraft (wiki).
They generate above the surface in my mapgen update branch #4611
BUT: according to cora, "this isn't a mistake. it's to make it a bit harder to get the elytra as long as we don't have actual end cities. I mean we can change it but yeah it's completely on purpose."
(Above mapgen branch also adds a very simple house to the end, from MCLA)
You can also see the small boat ("wreck") generated above the surface in the background, but they look rather dull from below. #3861
cora's take is sometimes in line with that of more skilled players. Going to the End is already quite a challenge and it comes with a deadly encounter with the dragon. In a game without a difficulty setting, pleasing the experienced players leaves everyone else with a game that quickly becomes annoying.
Thanks for #4611, I'll have to make some time to test it!
